While the architecture has some glitches and limitations, it is the only logical step for smart cards. I don't know about the status of any PKCS#11-CSPs, IMHO they are mostly dead. Both linked pages are unfortunately morally outdated and obsolete (look for tags in lower right corner) SCB is obsolete because there's a native Windows installer these days and applications (like Putty) can use PKCS#11.
