Unfortunately, no. I have pushed a lot of bugs about the effect Rotation (this 
one too) in the milestone 1.2.0 (notably a very bad bug for the foreigners 
users that we have not yet found the solution) . but it is not yet done. I 
don't know if it will be taken in this one, nothing is sure because we have 
worked a lot but not all done. In the worse cases, it will be put in the 
milestone 1.3.0..  when this nasty bug will be resolve, we will done all who 
concern this great feature to be more easily and friendly that now.

Bug description:
Using Ubuntu 9.10 and was installed using the PPA method.

I tried using the rotation effect and found it tedious to use. You need to 
specify what each box represents better. The rotate x,y, and z are degrees per 
frame and the Fixed Rotations are done in degrees. So when I want to rotate a 
clip x degrees for 5 seconds I will have to do some math to determine the 
number of degrees per frame. 
Equation is:
Degrees per frame = Desired Rotation / (30 frames * Duration of clip in seconds)
Example:
Degrees per frame = 180 Degrees / (30 * 2 Seconds)
Degrees per frame = 3

The user would then insert 3 for Rotate X.

Have OpenShot do this equation for the user. Just have the Rotate effect draw 
the value for "Duration of Clip" from the Length tab. This way the user can 
input the Desired Rotation and the program will fill in the Degrees per frame.

It might just be me, but when I think about rotating something I think of how 
much I want to rotate it and not how many degrees per frame.
