The package openshot-doc is only in the official Ubuntu repository. I think that you can grab the deb without problem. You have the online version. And you can have a offline version. I should know that because i am the creator of the help. But i don't remember how to launch it :) :) :;) Ii is a shame. You can grab the branch of the manual and launch it manually. Hum i must check this and remember me how i have done (a lot of time) this operation.
