  cannot move video record (no cursor change)

Status in OpenShot Video Editor:
  New

Bug description:
  Cannot move video record to an another position - cursor does'nt
  change to "hand" (remains "arrow"). Dragging a new record ("file")
  from list to a track impossible too - no block is being displayed. In
  fact the new record is placed to the first track, first second. When I
  try to do it again correctly, a scrum in the first track is the
  result.
