This has not been committed yet.
I also noticed that the translated files are just .html files. Did you
first translate a .PO file? If not, then I have some bad news. In
order to import these translations into LaunchPad.net
(https://translations.launchpad.net/openshot/openshot-
docs/+translations), we need to either have a translated .PO file, or
each individual paragraph translated on the LaunchPad web interface.
Once the translations are loaded in LaunchPad.net, we are able to
generate many different formats, such as the built-in help system in
Gnome, called Yelp, XML, HTML, PDF, etc... Hopefully, you have a PO
translated, or you won't mind copy & pasting each paragraph back into
LaunchPad. Thanks and good luck!
