Well apart from wondering if the "basic" option will be a bit confusing, and if 
there is any other more meaningful description for that option. I'm +1 on the 
changes.

I propose to change the command line options as follows:

Remove -background and -gui

Add -console, which can be either "local", meaning a full featured, 
colored console with help and editing, "basic", corresponding to 
-gui=true, "rest", which will be a REST console handler for a remote 
GUI app, and "none", which will act like -background.

Add -logfile to specify a per-instance log file

Make both these new options available in the [Startup] section as well.
