Just finding these things as I look at tidying up some of the .ini files....
I note that there is a parameter for AllowMODFunctions in OpenSim.ini
[Xengine] section in some wiki pages and in the Diva distribution
OpenSim.ini for 0.7
Should this parameter and a suitable comment be in put back in
OpenSim.ini.example?

AllowMODFunctions = false
