That table and corresponding service already exists, although it needs
the timestamp. It's the GridUser table/service. Its intent is to hold
info about every user ever 'seen' on the grid, local or foreign; and by
'seen' I mean something very broad, something more like 'referenced'.
So, for example, creators mentioned in imported archives would get an
entry there. The table has been thought for this, the UserID is a
varchar(255).
