I would suggest to distinguish :
${Const|BaseURL}:${Const|PublicPort}
from
${Const|PrivURL}:${Const|PrivatePort}
NATed grids could do :
BaseURL = http://mygrid.net
PrivURL = http://localhost or http://192.168.0.xx
with PrivURL defaulting to ${Const|BaseURL}
