That usually means your missing the file. The Opensim.Server.ini.example will be in the BIN folder.. Just copy that files from Opensim.Server.ini.example to Opensim.Server.ini. Do NOT rename ! trust me.. you never know when you'll need it again. Just copy it. Hope that helps. :-)
