Well I've got the xoops cube 2.18 and xoopensim working on WAMP with PHP version 5.2.6, just trying to figure out how to set "XoopenSim module must be accessible from Guest User, to execute XMLPRC from OpenSim."

Since those are warnings, you can update your php configuration file to hide warnings and it will function without displaying that text. Since it's depreciated, it may error in later versions of php.
