Open a exception in the windows firewall for all ports to "OpenSim.exe".
Look if your Anti-Virus have a firewall and do the same.

Opensim. We have even uninstalled and reinstalled. The closest we come was
when I changed the URI on client from the domain name to the local machine
IP. Then it shows that user connected but still times out.
