My experience with unmanaged switches is quite different -- multicasts are
just sent to everyone, rather than being dropped.  Have you tried sniffing
to make sure the multicast gets to the other side, or that the windows
firewall isn't excluding the packets?

But, to answer your other question, I think slp.conf's net.slp.useBroadcast
variable is supposed to affect the UA functionality as well as SA/DA
functionality.
