Hello, Chris. It seems to me, that IG_Prefs - is more like opensocial PersonData, rather than Instance Data. As I undestand - Instance data is associated with OWNER, and PersonData - with VIEWER. And IG_Prefs - more like to be associated with VIEWER of the gadget.
