for one they do different things, partuza is a site (container as we call it), while shindig is the gadget & opensocial specification implementation (so it renders gadgets, provides a social interface for it, etc).
The reason why all the guides suggest setting up 2 different virtual hosts is because it's the basis of the security model ... because the gadget is running on a different domain then the container (the website that 'contains' the app), the gadget can't read / modify / do anything nasty to the social site (like adding spam messages, stealing your cookies, whatever).
