Hi Rogerio! OpenSocial support in Orkut will be enjoying a limited consumer launch later this month and the deadline to submit your applications for official review is coming up on February 15th. As OpenSocial support is extended to additional markets, more opportunities to submit your applications will be offered, so don't worry if you miss next week's deadline.
Finally, offering your gadget in Portugese only is not a problem.
