Hi. The orkut application platform has been launched to a small subset of the orkut user base (roughly 1%) for testing, and the team is working hard to prepare it for a larger launch. While I can't provide a precise date, I can tell you that progress is being made and that a more detailed launch plan will be posted to the blog soon.
