Hi Santosh, Yes, there is a review process that must take place at Google before your application gets included in the directory.
As detailed in this blog post http://orkutdeveloper.blogspot.com/2008/04/live-in-india.html Google is giving priority to the developers who submitted their application by the 2/15/2008 deadline for early review.
