Users receive these as orkut messages and most users have email notifications for messages and hence get this in their inbox anyway. While the developer guidelines dont specifically say you cannot solicit email address, however, you will see a lot of drop off from users the moment you ask such info. Messages on the other hand are being successfully being used by many apps. 3. On locale, you cant really specify India.
