Issue:
If the locale of the user is different from the locale declared by the
app (gadget), these issues can happen:

- red error message "app <id> not whitelisted" when trying to change
app settings (Canvas view)
- may not be able to post newsfeed updates even though OpenSocial
returns success
- app cannot be found in directory (this is working as intended -- but
it's something to look out for if you're asking yourself why you can't
find a certain app in the directory).
Notice that even though the app can't be found by a user with an
incompatible locale, there are other ways in which he can install it:
notably, via an ad or via the newsfeed of a friend (typical app
discovery mechanisms). When installing the app, locale compatibility is
not enforced, so he can install the app, but may experience the issues
described above.
