I'd like some clarification on this description. I think that the 
above rules are inconsistent with the description (2 sets of eyes), 
since one case of 2 sets of eyes doesn't met the criteria, while in 
the most common case there will be 3 sets of eyes.

What I think you really want is "2 sets of eyes, one of which is an 
ARC member who is not on the project team."
