Why shouldn't this all go under /usr/demo (for optional
demo programs and their data) or under /opt (add on
application programs)?

This *certainly* is not stuff that
    A) belongs in $PATH for everyone,
    B) is a core part of the OS,  and
    C) is special enough to carve out a new namespace under /usr

This seems to me to be a poster child for /opt/benchmarks/filebench
or even /opt/filebench.
