I have reached closure with Garret and Ed, the updated spec is below.
To summarize the changes:
rename: ddi_ssoft_state* -> ddi_soft_state_bystr*
drop: ddi_isoft_state*
args: ddi_soft_state_bystr_init:
rename: hash_sz -> n_items
The timer has been reset to 12/17/2008.
