We don't normally require contracts for Uncommitted/Evolving do we?

I'm not aware of anyone else having a contract on libXpm, but as the API/ABI
has passed the 10 year stability mark, I'd be willing to call it Committed.

libfontconfig might be raisable - libfreetype has a history of breaking
compatibility though.
