It's not just /usr/local/bin - Solaris has never had a /usr/local, period. Even end user sites sticking stuff in /usr/local is arguably wrong (/usr being meant to be entirely fair game in event of a reload or OS upgrade), although since a lot do it because of conventions on other systems, putting any system stuff there is just asking for trouble with sites that put their own stuff there.
