"External" is no more. Things that were External are now interpreted as is appropriate for the underlying stability, and generally as Volatile. See: http://www.opensolaris.org/os/community/arc/policies/interface-taxonomy/#History If this project is delivering from the same consolidation as openssl, then no contract would actually be required per the current rules (though, yes, I believe the project team has demanded contracts in the past even from things in the same consolidation). If it's a separate consolidation, then it'll be needed.
