I'm sponsoring this case for Cindy Eastham, even though she has yet to take
me to Hawaii.  I believe it qualifies for self-review and am marking it
"closed approved automatic."  I am happy to turn it into a fast track and
set the timer if anyone believes I've misjudged.

This case proposes to move the TCP Wrappers suite of commands and libraries
from /usr/sfw/ into /usr/.  Compatibility symlinks will not be delivered.
libwrap has been a Contracted External interface.  All the contract consumers
have been notified.  This project updates the taxonomies to Committed.

A Minor release binding is proposed.

        TCP Wrapper files will be moved from /usr/sfw to /usr.  The
        original /usr/sfw files will not be replaced with symbolic
        links.
