Based on some off-line discussion with John Levon, I'd like to change 'capped-bandwidth' element in XML format to 'cappedbandwidth' (remove the '-'). So that we can keep the meaning of the name clear while make it more like other names in existing XML format standard. This will make it more likely to be accepted by community when we post it to upstream. ARC materials will be updated accordingly.
