Adding a stub manpage with minimal content (e.g., pointing to the info(1) command) is simple enough. (Not this case: would it be possible to harmonize man(1) and info(1) so that man(1) could tell users to try info(1) when the requested manpage doesn't exist but the info(1) docs for the same name do? There's clearly some significant impedance mismatches between manpages and info docs...)
