It doesn't really make it go away, what it changes is that projects no 
longer need to integrate into the ON gate to update the master passwd 
file and the i.passwd/i.group class actions scripts

The number of reserved UIDs hasn't changed it is still 0-99.

What IPS provides is a much easier means for packages to add a new 
uid/gid to the system in their package.

Instead the ARC needs to keep the registry of resevered UIDs - which 
they ARC may choose to do by integrating into ON.
