Uh, no. That would violate the rules.
The timeout has been set for November 23. The only way this case can
get approved, is timeout on the 23rd (which can now take place that the
case has a +1), or explicit approval by a quorum of members during
PSARC business.
One +1 on its own is not sufficient to close the case.
