It would be, except that the case was denied/not reviewed before you reviewed it. It's up to the case owner and/or submitter to decide what to do with it. It could be reopened and approved, or resubmitted as a new LSARC case. The case owner should be a bit more proactive here and take action to try and resolve this. There is another related case in the same state as this one with the same owner. -Seb
