I'm running OpenSolaris in the Simics full system simulator (www.simics.net) and it can be configured to trigger events in the simulated hardware when these types of instructions (which as you said, do nothing in reality) occur. In this case I need the simulated hardware to be notified when a processor enters the idle-loop.
