Updating to a new version of an existing open source package may need
ARC review if it adds new interfaces or consumes new interfaces which
aren't Stable. If it's just integrating bug fixes or adding new use
of POSIX standard API's like posix_spawn() then it's likely considered
self-review, which doesn't require paperwork or mailing the ARC.
