I don't think that is necessarily a feature that needs Major binding.
If the release continued to support SVR4 packaging but wasn't itself
installed using it that could in theory be okay for a minor release -
particularly if a sufficient "contents" file was still available so that
unbundled SVR4 packaged things still worked okay with dependencies.
