I'm not sure what you're talking about here, as most things produced
in ON have the release info inserted.  But I'll defer.

No, it just means that (a) the rules have evolved over time, (b) some
of the code doesn't come from Sun, and (c) there's some amazingly old
code in the gate.

There are like few with the spare time and inclination to go beautify
ancient code.
