processes to complete using /proc and we ship pwait(1) which takes a pid
and returns once that process exists.
If you are only interested in processes (not kernel threads) you can
do this outside of the kernel with extended accounting. There is a
lack of useful tools pre-built, but building your own is not terribly
difficult. Adrian's blog is a reasonable place to start.
