I hope some thought can at least be given to the userland-visible elements
of the design; once that's done and the framework is in place, the actual
work I would think could be done by anyone willing to spend a few hours.

I would think an extra open() flag (not the sort retrievable by fcntl())
would do the trick, allowing an ACL to be specified instead of the mode.
At least unless there are more special cases than that that might arise,
or there's some existing practice on e.g. {*BSD, Linux, other *nix} to do this.
