I finished the SIGINFO prototype a while ago, and figured I'd put it out
there so that people could comment if they wanted.

Note that this is a prototype, the eventual version, while possibly
looking quite a bit like this, will of course be subject to ARC review
and code review.
If you're wondering why there are lpsched files in there: the default
VSTATUS character (ctrl-t) is defined as CSTATUS on systems that support
it. Unfortunately, lpsched also used a typedef'ed structure in its code
by the same name, so I had to rename it.
