Yes, it does. What else is it good for ?

I mean, it's pretty ok to use it as an exercise in classes about secure programming - because people who've written an exploit are usually more sensitive in their own code about using "dangerous" things.

If you've got any high-level language, then system("/bin/sh"); does the same for you.
