As Roland mentioned, nothing. But packaging for the open build is
already broken, and the expectation is that we'd never set this flag for
an internal build.
Packaging being broken for an open build is a bug, it shouldn't be expected
to stay that way.
(I know you know that, Mike, you're the one sponsoring Rainer's fix, but for
the sake of general discussion...)
