Looks like a bug.

The command was initially platform specific:

SUNWkvm.u/SCCS/s.prototype_com:f none usr/platform/sun4u/sbin/eeprom 2555 bin 
sys


but when it was moved it was inadvertently made set-gid bin rather than
sys.
