I can't speak to this point for all tests, but the tests that I know about
have testing groups running them actively. For example, the ZFS test team
runs ztest, and the DTrace test suite is run as part of PIT.

Some tests are, indeed, built, but others are just collections of scripts
which need to be executed to ensure that they don't rot.
