I would hope that using /usr/share/man,1b as a special
case to correspond to /usr/ucb wouldn't complicate things.
I didn't see any others that are really that likely to get tripped
over, although I don't pretend to have sorted out all the man pages
vs commands that may be duplicated somewhere.  Still, a table of
special cases to check for preceeding the use of a rule based approach
seems like it could easily handle a few more special cases, should they
turn up.

(/usr/share/man,1b is AFAIK only needed if /usr/ucb preceeds /usr/bin on
the PATH.)
