It's not the case. There are many non-ON packages on which ON relies, which is why you need to have a recent SXCE in order to build Nevada. I don't see that as a problem, though. I don't view ON as being the center of the galaxy, so I *expect* there to be things that other consolidations deliver that ON uses, just as much as there are things that ON delivers that other consolidations use.
