Well, for one thing, most packaged software available for Solaris
comes in SysVr4 format, because that's all that formally exists right
now.  Removing it means you can't install those bits without ripping
apart the package by hand.

For another, the OpenSolaris distribution itself includes pkgadd,
because we haven't EOF'd it and (as far as I understand) we want to
keep at least that bit of compatibility.

As for the "why ON?" part, I'm not positive why it would move there.
It seems to me that it belongs in Install.  But long ago, it did once
live in ON, and it does still have tendrils there (check out the weird
stuff hanging out in libadm), so a return might not be that wrong.
