Not completely so (or at least, that was the case historically).
The points of incompatibility are very small, and I've never run into one.
One thing that can be said in favor of having Bourne sh as the default
is that csh isn't then the default :-)
Still, it would be nice to have a statically linked version of a more
POSIX oriented shell.
