The advantage of Simon's proposal is that anyone can post an announcement to the list (ignoring the moderation issue for a moment), whereas with my proposal I think you have to be a site administrator to post an announcement. The disadvantage of Simon's proposal is finding moderators and ensuring that postings don't get stuck.
