  This proposal should almost certainly be a project, and not a
  community.  (Many of the current communities are grandfathered from
  the pilot program, and should not be used as models for subsequent
  proposals.)
  
  If you wish to have a project, just say so, and have someone (from the
  team) second the proposal.
