This is unfortunately not true.

Linux people in most cases don't understand that additional features
may break old interfaces in case they are not planned cleanly.

Example: introducing the new fine grained privileges interface of the 
Linux kernel did modify the behavior and side effects of programs that
are not using fine grained privileges.

I suspect that this is a result of the fact that people not always know
_what_ an interface is...
